Criminal-record certificates in Croatia: which document should you translate?
Terms such as criminal-record certificate, police clearance and certificate of non-conviction do not always describe the same document. Before ordering a certified translation, establish whether the recipient needs final-conviction data, proof that proceedings are not pending, or a foreign clearance certificate for a Croatian procedure.

Choose the correct document
Three similar descriptions, three different situations.
These documents are not interchangeable. Send the recipient’s written requirement with your scan so the translation scope matches the certificate actually requested.
Start with the recipient’s requirement, then authenticate and translate.
There is no universal procedure for every country and purpose. This sequence reduces the risk of ordering the wrong certificate or translating it before required authentication.
01
Obtain the document name in writing
Check whether the recipient asks for a criminal record certificate, certificate of non-conviction, police clearance, certificate of good conduct or proof that proceedings are not pending. Similar labels can refer to different facts.
02
Choose the correct authority and certificate
Croatia’s Ministry handles criminal-record certificates, while municipal courts issue certificates of no pending proceedings. For a foreign document, follow both the issuing authority’s and Croatian recipient’s instructions.
03
Check whether EU rules remove Apostille or translation
For covered public documents moving between EU member states, Apostille is abolished. A multilingual standard form may avoid translation, although an authority may exceptionally request a certified translation.
04
Obtain the correct format
If an Apostille is required, an electronic Croatian certificate may not be suitable. Request a form bearing an authorised signature and official seal that can be authenticated.
05
Authenticate before translation
If Apostille or full legalisation is required, complete it before translation so the authentication can be included in the complete translated document.
06
Translate the complete record and submit it on time
Send every page, reverse side, seal, QR code and authentication. There is no universal certificate age: confirm the recipient’s freshness requirement before issue and translation.
What to send for a quote
A complete scan prevents later additions.
Send the certificate in the form in which it will be filed, together with the recipient’s instruction. Do not remove pages or authentication that may appear unimportant.
01Every page of the certificate, including reverse sides carrying a seal or notation
02Signature, official seal, QR code and other verification elements
03Apostille or other legalisation if already obtained
04The authority’s, employer’s, lawyer’s or institution’s written requirement
05The destination country and procedure in which the translation will be used
06Required language, number of copies and filing deadline
Certified translation
From document review to a translation ready for filing.
01
Send the scan and requirement
State the country, recipient, purpose and deadline. If you have only a foreign-language document name, attach the recipient’s email or checklist as well.
02
Confirm scope, price and timing
We check the document type, language, number of pages and visible authentication. The quote states what will be translated, certification format, price and delivery time.
03
Receive the complete translation
The translation covers the agreed document content, seals and authentication. Same-day delivery for shorter certificates depends on language, scope and sworn-translator availability.
Practical answers
Common questions about criminal-record certificates.
01What is the difference between a criminal-record certificate and a certificate of no pending proceedings?
A criminal-record certificate concerns final convictions recorded in Croatia’s criminal register. A municipal-court certificate confirms that specified criminal proceedings are not pending. They are not interchangeable. Croatian Ministry of Justice — distinction between certificates ↗
02Which certificate is needed for Croatian residence or work?
A first temporary-stay application generally includes proof of no final conviction from the home country or the country in which the applicant lived for more than one year immediately before Croatia, subject to statutory exceptions. The competent authority confirms the exact document and form. Croatian Ministry of the Interior — temporary stay ↗
03Will Croatia accept a certificate in English?
It depends on the procedure and recipient. For certain applications, HZZ describes language forms accepted without Croatian translation and circumstances in which translation by a court interpreter or another authorised body is required. The competent authority makes the final determination. Croatian Employment Service — foreign-worker documents ↗
04Does the Croatian Ministry issue the criminal-record certificate in English?
A Croatian criminal-record certificate can be requested through e-Citizens. If Apostille is required, obtain the appropriate signed and sealed form from the Ministry. For a certificate of no pending proceedings for foreign use, check the municipal-court procedure. gov.hr — criminal-record certificate ↗
06Does every certificate need an Apostille?
No. The issuing and destination countries, document type, applicable treaty or EU regime and the recipient’s requirement determine whether authentication is needed. Check before ordering translation. Guide: Apostille and certified translation ↗
07Can an EU multilingual form replace translation?
For covered public documents, a multilingual standard form serves as a translation aid and often removes the need for translation. An authority may exceptionally require a certified translation where the form does not provide enough information to process the document. Your Europe — public documents in the EU ↗
08How recent must the certificate be?
There is no single freshness period for every purpose. The receiving authority, employer or institution decides how recent the certificate must be. Confirm that period before issue and translation.
09Should the Apostille also be translated?
Send the complete document with its Apostille. Translation scope should match the recipient’s requirement, and a complete scan lets the sworn translator include every relevant authentication in the quote.
10Can abacus obtain the certificate for me?
No. Abacus provides certified translation and document review for quotation purposes; it does not obtain certificates or provide legal representation. Where Croatian law requires special criminal-record information for a domestic right, the competent authority may obtain it ex officio.
11How is the translation price calculated?
Each price is determined individually after the document has been reviewed, taking account of the language pair, volume and type of text, certification, deadline and any other requirements. A certified-translation quote may be based on Croatia’s Ordinance on Permanent Court Interpreters. The Ordinance calculates written translations by a standard line of 50 characters, with one standard page of 30 lines—or 1,500 characters—as the minimum unit.
